How can funding and incentives be improved to better meet the needs of learners, employers and the sector overall? 

What we're proposing 

We’ve identified five key changes to the way vocational education is funded and supported in the construction and infrastructure sector:  

  • Change 1: Take a people-centred approach to learning support 
  • Change 2: Devolved decision-making  
  • Change 3: Strengthening the investment approach  
  • Change 4: Increase work-based learner fees  
  • Change 5: Introduce industry training levies
