Good Practice in the Development and Implementation of Skill Standards-Based Qualifications

The issue 

Recent changes in the vocational education landscape have introduced skill standards as compulsory components replacing unit standards in qualifications. This shift not only necessitates technical adjustments but also requires fostering new relationships between Standard Setting Bodies (SSBs) and tertiary education providers.

The project aims to develop a capability-building toolkit aimed at addressing the challenges arising from the implementation of skill standards in vocational education in New Zealand.

This project is a joint initiative between ConCOVE and Waihanga Ara Rau.

Intended outcomes 

  • Capability-building workshops with standard-setting bodies, tertiary education providers, and industry
  • Good Practice Toolkit developed with standard setting bodies, tertiary education providers, and industry

The main research questions underpinning the development of the good practice toolkit are: 

  • What do standards developers, in consultation with industry, need to understand and be able to do so they can write skill standards that are streamlined, consistent and “trouble-free”? 
  • What do the programme and assessment designers, trainers and assessors of education providers need to understand and be able to do so they can appropriately design programmes, deliver training and assess learner achievement against skill standards? 
  •  What do SSBs and providers need to consider when quality-assuring the effectiveness of qualifications, standards and programmes?

  • Draft resource developed – by end April 2024 
  • Capacity building Workshops delivered – by end July 2024 
  • Participant feedback actioned – by end August 2024 
  • Toolkit development – by end September 2024

Dr Karen Vaughan and Andrew Kear, Directors of Hummingbird Effect Ltd, have worked with a range of clients in vocational and professional education across a range of sectors, including construction. Karen and Andrew have deep conceptual and technical knowledge of education and, in particular, assessment and quality assurance systems and practices. They have expertise and practical experience in inter- and intra-organisational capability development and in research and delivery of good practice guidance.
